
A court found a resident of Aleksandrov, Russia (Vladimir region) guilty of inciting ethnic hatred and fined him 54,000 rubles (around $2,300), according to a July 18, 2008 report by the Sova Information-Analytical Center. The 23-year-old man went onto a local web forum that featured postings by Chechen refugees and wrote about the need to: "Destroy this scum, every last one of them, so that this evil no longer exists on Earth." The local FSB tracked the posting to the defendant and charged him with violating Article 282 of the criminal code. The head of the regional FSB, Sergey Valenkov, explained to the press that this case represents part of his agency's efforts to engage in "preventative work amongst certain young people" before they engage in racist violence.
